Transitional Regional Plan
The Transitional Regional Plan outlines how we manage water allocation and some provisions relating to water quality. And includes the transitional polices of the National Policy Statement for freshwater management.
This plan includes general authorisations in accordance with s22 of Water and Soil Conservation Act 1967, and information on water bylaws, bore pumping tests, quality sampling and bore construction.
Plan Change 2 proposes deleting the entire plan except for some requirements related to the maintenance of watercourses and replacement with the Proposed Gisborne Regional Freshwater Plan. (now part of the Tairāwhiti Resource Management Plan). The proposed changes are shown as a strike through for deletions and underlining for new provisions. The remaining provisions were incorporated into the Tairawhiti Resource Management Plan on 30 June 2017. The historic plan is provided for information below.
Please note that under section 86A of the RMA, Council can still give weight to the objectives and policies that are proposed for deletion until the Freshwater Plan becomes operative (when decisions are made). This does not apply to the rules.
